I supposse that when Nonomiya lost her money at UNO, she should have said “lend me money”; “borrow money [from someone]” means to take from them, while “lend [someone] money” means to give.

Nope. “To borrow” is “to take from someone” while “to lend” is to give to someone; in both cases there exist the implied meaning of future return. Put another way, they are counterparts, like buy/sell or go/come.
